Carlos has worked for 25 years with Ministries of Finance officials in some 30 countries to make government expenditures and revenues more open and effective. He has led and supported programs that improve and transform budget preparation, execution and reporting; public investment management; revenue mobilization; and subsidy reform. Carlos holds a master's degree from Georgetown and was a visiting scholar with the MIT.
