Claude Shannon’s landmark 1948 paper, “A Mathematical Theory of Communication”, took the radical step of defining information in a manner that completely eliminated meaning from the definition. The study of meaning as a conceptual and empirical phenomenon has consequently focused largely on human minds and human language, cases in which the existence and importance of meaning are uncontroversial. This Working Group will explore, elaborate, and critically analyze attempts to “undo the divorce” between Shannon information and semantic information. A recent analysis by biologist David Haig will provide both a focus and a lens through which to evaluate other attempts to reinsert semantics back into information. The double entendre of the title “The Meaning of Information” (the meaning of the concept of information versus whether information implies, includes, or requires meaning) is intended to highlight some of the key questions to be addressed.

'''Abstract'''. Much of the extraordinary success of the computer industry over the last half-century is because the vast majority of computing machines we’ve built are *general purpose computers*. Subject to the limitations of finite memory, time, and processor speed, general-purpose computers are (near) Turing complete; that is, capable of computing anything that is computable. But it’s exactly that same strategy that makes our computer and network systems so vulnerable to attack: If an outsider can gain control of your general-purpose system, then s/he can in principle use it for whatever purposes s/he is clever enough to trick your system into executing, precisely because the system is (near) Turing complete.

This Working Group will explore strategies for retaining the hardware and software advantages of general purpose computers, while denying those same general purpose capabilities to outside attackers. The focus will be on systems and applications that, by definition, require routine access from the open internet (e.g., webservers, online banking and other financial systems, etc.).

Chris received his Ph.D. from Yale University in 1973. Following a postdoctoral appointment at Walter Reed Army Institute of Research in Washington DC, he returned to Yale as a faculty member with joint appointments in the Departments of Psychology, Neurology, and Neurosurgery. Chris left Yale in 1989 to lead the Biophysics Group at Los Alamos National Laboratory, a position he held until becoming the Santa Fe Institute's Vice President in 2005. At Los Alamos, Chris' group was responsible for a wide range of biophysical and physical research, including protein crystallography, quantum information, and human brain imaging. During 2000-2001, Chris served as interim director of the National Foundation for Functional Brain Imaging, a collaboration involving Harvard / Massachusetts General Hospital, University of Minnesota, and a number of academic and research institutions in New Mexico devoted to the development and application of advanced functional imaging techniques to mental disorders. Chris' research interests include imaging and modeling the human brain, computational neuroscience, and biological computation.

'''Summary:'''
Several intensively studied ecological diversity patterns appear to have almost exact
analogues across a wide range of disciplines including physics, economics, linguistics, sociology
and the geosciences. As a result, the ultimate mechanisms underlying them would seem to be
more general than those typically offered or considered by disciplinary researchers. The aim of
this workshop is to initiate an interdisciplinary collaborative investigation which will: (1)
evaluate the regularity of apparently universal diversity patterns across multiple disciplines, (2)
explore their mutual connections (3) conduct tests to show which of these patterns can be
considered to be non-superficially regular, (4) explore these regularities via a set of candidate
explanative frameworks (e.g. statistical constraints, system self-organization, maximum entropy,
random branching processes and fractality), and (5) explore possible links between these
frameworks. This investigation will assist documentation of important commonalities between
disciplines, and will help focus attention on those unified processes that generate diversity across
the physical, biological, and socio-cultural world.
Computational Biology is not Biological Computation. The order
matters. Whereas Computational Biology typically involves the
application of computational tools (models, data bases, etc) to the
analysis of genetic, anatomical, physiological and behavioral
data, Biological Computation seeks to isolate the elusive (and
in many cases still undiscovered) computational primitives employed by
naturally evolved systems, often abstracted from any particular
physical implementation or specific species. Unfortunately, many
conferences that address Biological Computation often do so as part of
larger gatherings devoted to an entire field (i.e. the annual Society
for Neuroscience meeting) in which the directly relevant presentations
are widely scattered and general principles are difficult to
synthesize. Even smaller, more focused conferences still typically
mix research on computational methods with studies of how biological
systems actually compute (often with a healthy dose of Systems Biology thrown
in as well) or else include a heavy focus on Applications whose
connection to "real" biology may be tenuous at best. The purpose of
this workshop is to provide a forum in which the focus is exclusively
on how natural biological systems compute. What are the computational
primitives underlying biological computing and how can the corresponding
principles be abstracted away from the physical implementation?
Sexual violence during war varies in extent and takes distinct forms. In some conflicts, sexual violence is widespread, yet in other conflicts--including some cases of ethnic conflict--it is quite limited. In some conflicts, sexual violence takes the form of sexual slavery; in others, torture in detention. After discussing this variation, Wood suggests an approach to explaining it.
This workshop seeks to identify new research directions, issues, and opportunities for the NSF basic research mission. Our charge is to identify, analyze, and prioritize emerging research opportunities, with attention to short- and long-term objectives, specific needs that must be addressed to enable efficient scientific progress, and broader impacts of the research. The NSF is interested in opportunities that will trigger major new scientific and technological advances, both in neuroscience and in other disciplines, and strongly encourages high-risk, high-impact research, transformative research. Workshop participants are encouraged to explore possibilities that go beyond conventional disciplinary boundaries, existing collaborative relationships, and organizational or institutional constraints.
