''Counterinsurgency''

Counterinsurgency (COIN) operations require a flexible and adaptive force to compete against asymmetrical and adaptive adversaries in the struggle to gain the support of the general populace. Given these dynamics of the COIN environment, the analytical and training communities, and ultimately commanders in theater, require analytical tools to assess the potentially far-reaching implications of non-kinetic effects in COIN operations. Current force-on-force combat models have inherent limitations: (a) they do not represent non-kinetic effects critical to COIN operations; and (b) they are predicated on prescribed doctrinal operations and cannot reflect the learning of an asymmetric, adaptive adversary. This research leverages recent advances to model socio-cultural features of operationally relevant situations to create an analytical tool that couples the kinetic and non-kinetic effects of a COIN environment. This capability could be used by the analytical community as an artificial COIN world for experimenting on various dynamics of counterinsurgency operations. Our experiments could enhance understanding of counterinsurgency dynamics and provide insight into the nature of the socio-cultural landscape of the COIN environment.

''The Dynamics of Terrorist Groups''

Much of the research on terrorism and other forms of political violence, perhaps due to a strong prior on rational-actor theories, assumes that the incidence and severity of violence is highly context-dependent and highly strategic. It is thus commonly assumed that no fundamental laws exist, and that very little can be predicted about the dynamics of terrorism. For some aspects of terrorism, however, these assumptions turn out to be wrong. In particular, for the frequency and severity of deadly attacks, there exist strongly regular patterns, some of which may admit simple mechanistic explanations. In this talk, I'll summarize some of my recent work (with Kristian Skrede Gleditsch) on two such patterns: (i) a universal acceleration in the frequency of attacks as a terrorist group gains experience and grows in size, and (ii) an independence in the severity of those attacks from the total experience or size of the group.

''A common ecology for human insurgency and terrorism?''

We report various commonalities in the patterns of violence arising in human conflicts and in global terrorism (work of A. Clauset et al.). We propose a unified model which reproduces these commonalities, and explains conflict-specific variations quantitatively in terms of underlying rules-of-engagement. Our model treats each insurgent population as an ecology of dynamically evolving, self-organized groups following common decision-making processes. Our model seems consistent with several recent hypotheses concerning modern insurgency, is robust to many generalizations, and establishes a quantitative connection between human insurgency, global terrorism (A. Clauset et al.) and ecology. We discuss the implications of the model for scenario testing, and its potential ability to look 'behind the scenes' of global violence and current threats.

'''The Mathematics of Terrorism''' August 31-September 2, 2009, Santa Fe NM

'''Organizers:''' [http://www.santafe.edu/~aaronc/ Aaron Clauset] (Santa Fe Institute) and [http://www.santafe.edu/profiles/?pid=327 Brian Tivnan] (MITRE)

'''Description''': Conventional studies of violent political conflict, and terrorism in particular, tend to have a strong qualitative emphasis, focusing often on the psychological motives of the perpetrators and on discovering correlations between the incidence of terrorism and various national political factors, such as level of democracy, population, region, economic development, etc.

Recently, several independent research groups have begun developing an alternative understandings, sometimes using tools from statistics and physics, to discover and explain regularities across different conflicts in the frequency and severity of individual events and in the strategic behavior of actors on both sides of the conflict. This approach has great potential to shed new light on old questions about why, when and how violent political conflict emerges, and promises to reveal novel principles and constraints that unite apparently disparate conflicts under a single, quantitative framework.

To date, these research groups, which span physics, political science, economics, mathematics, statistics and computer science, have largely worked independently of each other. The purpose of this working group is to bring these groups together, along with specific members in the defense industry (through SFI's Business Network), to address and formalize the larger research program of quantitative analysis, modeling, and prediction in this area.

The working group goals include (i) identifying existing and new opportunities for collaboration (both among the existing groups, and with other researchers), (ii) identifying new opportunities for interaction with other areas of research, e.g., organizational theory, group formation, micro-economics, geospatial analysis, etc., (iii) identifying and characterizing the quality of existing and new sources of data (potentially from government sources), and (iv) characterizing the major theoretical questions in the area and their relationship with other bodies of theory.

The schedule for the workshop is quite flexible. The current plan is to have talks on the first two days, with ample time for discussion. At the end of the day Tuesday we will discuss the schedule for the remaining three days. We can decide to have further discussion on some of the topics that arise during the first few days, tutorials on particular methods, formal or informal presentation of research results, and so on. We are also planning a round table discussion about strategies for fundraising and grant writing.

This flexible schedule is modeled after SFI research workshops and the [http://en.wikipedia.org/wiki/Unconference unconference] format.

I'm an Omidyar Fellow at the Santa Fe Institute, and I'll be an assistant professor in Computer Science at the University of Colorado, Boulder starting Fall 2010. I received my PhD in Computer Science in 2006 from the University of New Mexico, and my BS in Physics in 2001 from Haverford College. I attended the CSSS 2003 in Santa Fe, and have lectured at both the Santa Fe and Beijing Complex Systems Summer Schools.

My research interests are pretty broad, and currently include statistical patterns in complex systems, complex networks (structure, function, methods; technological, biological and social), statistical inference and machine learning, power-law distribtions (data, mechanisms); law-like behavior and prediction in conflict (terrorism, wars), human social dynamics; the Internet (structure, routing, security); adaptive and evolutionary computation; self-organization; robustness; innovation; and algorithmic game theory.

Much of my work focuses on understanding how to separate what is contingent from what is constrained or structured in complex phenomena, and I apply this general idea to social, biological, and technological systems. My work has a strong emphasis on discovery and modeling, using both numeric and analytic tools, and it draws heavily on ideas and tools from computer science, statistics, machine learning, and statistical physics. Most recently, I've been studying the large-scale structure of complex networks, the mechanisms and constraints that give rise to morphological diversity at the species level, and patterns in global terrorism.

Aaron Clauset [[http://www.santafe.edu/~aaronc/ homepage]] is an Omidyar fellow at the Santa Fe Institute (since 2006), and will be an assistant professor in computer science at CU Boulder starting Fall 2010. He is an alumnus of the CSSS 2003 (Santa Fe), and has been a lecturer at the Santa Fe summer school since 2007, and the Beijing summer school since 2008.

Aaron's research interests are broad, and currently include statistical patterns in complex systems, complex networks (structure, function, methods; technological, biological and social), statistical inference and machine learning, power-law distribtions (data, mechanisms); laws and contingencies in conflict (terrorism, war), human social dynamics; the Internet (structure, routing, security); adaptive and evolutionary computation; self-organization; robustness; innovation; and algorithmic game theory.

Much of Aaron's work focuses on understanding how to separate what is contingent from what is constrained or structured in a complex phenomenon. This general idea can be applied to complex social, biological, and technological systems. It has strong emphases on discovery and modeling, using both numeric and analytic tools, and it draws heavily on ideas and tools from computer science, statistics, machine learning, and statistical physics. Most recently, Aaron has been applying these ideas to understand the large-scale structure of complex networks, the mechanisms and constraints that give rise to morphological diversity among species, and the patterns of terrorists.
